Annual Reports to the NC Utilities Commission
On November 6, 2002, the NC Utilities Commission issued an Order Adopting Form for Verification of Reports in Docket No. M-100, Sub 130 requiring that annual reports submitted to the NC Utilities Commission be verified by an officer (either the chief executive officer, a senior level financial officer, or the responsible accounting officer) of the public utility, municipality, or electric membership corporation.
Natural Gas, Electric, and Telephone Public Utilities - Pursuant to the provisions of G.S. 62-36 relating to annual reports by utilities, all public utilities doing business in the state of North Carolina and subject to regulation as to franchises, rates or services by the NC Utilities Commission are required to file an annual report on or before April 30 of each year for the preceding calendar year. Such annual reports shall be under oath, and shall be prepared on forms approved or furnished by the NC Utilities Commission.
Natural Gas Municipalities - Pursuant to G.S. 62-47, every municipality furnishing natural gas service is required to file an annual report on or before November 15 following the end of the fiscal year for which the report is made. Such annual reports shall be under oath, and shall be prepared on forms approved or furnished by the NC Utilities Commission.
Electric Municipalities - Pursuant to G.S. 62-47, every municipality furnishing electric service is required to file an annual report on or before November 15 following the end of the fiscal year for which the report is made. Such annual reports shall be under oath, and shall be prepared on the annual report form approved or furnished by the NC Utilities Commission.
Electric Membership Corporations - Pursuant to Rule R19-1, each North Carolina electric membership corporation (EMC) is subject to the following reporting requirements concerning affiliated entities as set forth in the Order Amending Rule R19-1 And Affiliate Report Form issued on November 9, 2010.
1. EMCs that do not have an interest in a G.S. 117-18.1 reportable separate business entity will only file an annual statement to that effect;
2. EMCs that have an interest in a G.S. 117-18.1 reportable separate business entity in which the EMC takes a passive role in the daily operations of the reportable separate business entity would file (1) the annual report of investments in reportable separate business activites and (2) a copy of its audited financial statements;
3. EMCs that have an interest in a G.S. 117-18.1 reportable separate business entity in which the EMC takes an active role in the daily operations of the reportable separate business entity would file (1) the annual report of investments in reportable separate business activites, (2) the annual affiliated transactions report, and (3) its audited financial statements; and
4. All EMCs are required to file changes to cost allocation manuals and codes of conduct as required by Rule R1-19(c)(2) and (3).Water and Sewer Utilities (Companies Whose Docket Number Begins With W-) - Pursuant to the provisions of G.S. 62-36 relating to annual reports by utilities, all traditional water and sewer utilities doing business in the State of North Carolina and subject to regulation as to franchises, rates, or services by the NC Utilities Commission are required to file an annual report on or before April 30 of each year for the preceding calendar year. Such annual reports shall be under oath, and shall be prepared on the following forms approved or furnished by the NC Utilities Commission:
Annual Report for Water and Sewer Company with Revenues > or = $200,000
Annual Report for Water and Sewer Company with Revenues < $200,000

Water and Sewer Resellers (Companies Whose Docket Number Begins With WR-) - Water and sewer companies charging for water and sewer service in apartment complexes and manufactured home parks pursuant to G.S. 62-110(g) are not requred to file annual reports with the NC Utilities Commission.
