The Communications Division of the Public Staff represents the public in matters before the North Carolina Utilities Commission.  As part of its job, the Communications Division reviews filings and applications made by the traditional telephone companies as well as new entrants to the local and long distance industry.  These include tariff filings, applications for certificates, interconnection agreements, and other filings made concerning general issues such as universal service, competition in the local and long distance markets, and unbundled network elements.  In addition, the Communications Division provides assistance to the Consumer Services Division in resolving consumer complaints.

The types of communications companies subject to the regulation of the North Carolina Utilities Commission are:

• Competing Local Providers
