Changes In Rates
General Rate Case (GRC): In a General Rate Case, the rates are designed so that the utility recovers its costs and earns reasonable returns. The Commission grants the utility an increase or a decrease in rates after examining utility’s cost of service. This type of rate change is subject to the provisions of the NC General Statutes 62-130,131,132, and 133.
Purchased Gas Adjustment (PGA): The rates include the cost of the gas purchased by the utility to be delivered to the consumer. This cost is charged to the consumer as a pass through cost, with no mark up or return added. When the wholesale cost of the natural gas changes, the company is allowed to request a change in the rates to track that change according to the NC General Statutes 62-133.4.
