Division


The Transportation Rates Division is charged with representing the interests of the using and consuming public in all matters brought before the Commission involving regulated motor carriers of household goods as well as privately owned and operated ferry boat services. The Public Staff's position and its recommendations on such matters may be presented in testimony at formal hearings or filed in the established dockets. A more specific listing of the Public Staff's duties and responsibilities are found in N.C.G.S. 62-15.


Transportation Activities

Household Good Carriers (HHG): Carriers transporting household goods intrastate over public highways for compensation (i.e., "moving companies") are under the Commission’s jurisdiction. Compliance with the Commission’s requirements is determined through the investigation of complaints and damage claims brought to the Division. Audits of carrier documents are conducted to ensure proper use of the forms and provisions in the Maximum Rate Tariff (MRT) issued by the Commission. Training seminars are held regularly to provide ample opportunity to educate HHG carriers on the correct use of the MRT. The Division also provides general information regarding its investigations into complaints to consumers to assist them in their decision-making processes when selecting a moving company.

Ferry Boat and Regular Route Bus Operations: Tariffs governing the operations of ferry boats and certain bus services must be filed by the carriers with the Division. Complaints against carriers providing those services are investigated by the Division.

General Duties: The Division receives, approves and maintains the Annual Reports filed by all certificated transportation companies. Reports of uncertificated, "illegal" HHG or ferry boat operations are investigated and reported to the Commission for action.

The Transportation Rates Division consists of a Director, a Rate Specialist and a Processing Assistant. The Division Director reports to the Public Staff’s Executive Director. The Division works conjunctively with the Legal and Accounting Divisions.
